Renee Reuter Retains Her Seat on the Jefferson County Council

The Republican incumbent won the race for the council's District 2 seat. The vote was 53.77 percent to 46.08 percent over challenger Cheryl Hermann.

Renee Reuter (R) has won back her District 2 seat on the Jefferson County Council, which covers Fenton, portions of Arnold and Imperial. Patch called Reuter, who just got off the phone with election judges in Hillsboro, and she declared victory. "I have some very exciting news," she said. "I won the race by 53.77 percent. I literally just hung up the phone with the election judges 30 seconds before you called." She said her opponent Cheryl Hermann (D) received 46.08 percent of the vote. Hermann has served on the Fox C-6 School Board since 2000.  Hermann told Patch, "I appreciate how Renee ran such a clean election campaign and I wish her and the rest of the County Council the best." Reuter, of Imperial, was elected to a two-year term to …

County Council Rejects Passing Lane Motors Rezoning; Calls for New Parking Plan

Jefferson County Council fails to approve Passing Lane Motors' rezoning request; calls for specific customer parking plan.

The Jefferson County Council decided not to decide on a rezoning request by Passing Lane Motors Monday when it referred a proposal by owner Daryl Ball back to the county's planning department for review. At issue is a variance to the zoning at Passing Lane Motors that would allow Ball to continue to have banquets and small parties at his classic and collectible car dealership at 514 Mae Court, Fenton See related story here. Some members of the council, notably Council Member Don Bickowski, are concerned that the parking plan for Passing Lane Motors' customers is not in compliance with what is called for under county zoning regulations. Bickowski says overflow parking is a problem. Ball, however, disagrees with that contention, telling the …

Passing Lane Motors in Dispute With Jefferson County over Parking Space

Passing Lane Motors owner says an opponent to a rezoning request is making the zoning change personal. He says he may have to move unless the Jefferson County Council approves of a parking plan for his business.

Daryl Ball, owner of a unique business called Passing Lane Motors, hopes a decision by the Jefferson County Council won't put him in the exit lane from the county where he has lived his entire life. Passing Lane Motors, is a classic and collectible cars dealership at 514 Mae Court, Fenton. What started as a place to show off Ball's collection of classic cars has developed into a destination for small banquets, birthday and anniversary parties, and even the occasional wedding reception. The problem is that the zoning regulations for Ball's business does not allow those uses, which Ball said he didn't realize until recently. In order to rectify the situation, Ball took the necessary steps to have his business rezoned, which would allow him …

Councilman Groeteke Weighs in on Misnumbered Bill Dispute

4th District councilman defends Council Member Renee Reuter by saying "The numbering issue was just the straw that broke the camel's back after a year of attempting to correct inaccuracies in documents."

Jefferson Councilman Charles Groeteke, of Imperial, has weighed in on the dispute between his colleague, Council Member Renee Reuter, R-2nd District, and County Executive Ken Waller over the misnumbering of council ordinances and Reuter's efforts to correct the sitution at a previous meeting of the county council. After her efforts failed to re-number the bills, or to have them removed from the couyncil agenda failed, she left the meeting. In a blog on Patch, Reuter was critical of Waller and of some of her colleagues who voted to approve legislation she said was flawed. Waller responded to Reuter's blog with criticisms of his own about Reuter's lack of professionalism for walking out of the council meeting after her motions on the …

I agree, three of the council members try very hard to do what's right and follow the charter. They truly care about the residents of Jefferson County. They're not looking for a lifetime seat and they are not looking for a job like so many other politicians are. They know the true meaning of "local representatives" for the people. I wish we had more of them.   more ›

To the Editor: Regrettable That Reuter Abandoned the Council

Ken Waller responds to criticism of administrative procedures and county council actions; says Council member Reuter acted childishly

To the editor: What occurred last the February 14, 2012 county council meeting regarding the numbering of the legislative bills was nothing more than a simple administrative oversight, one that my administration takes very seriously. Council Woman (Renee) Reuter is correct that the bills did not follow the historical system of numbering. What occurred was that the sequential numbering from January carried over to February. There were no duplicate numbers and all bill numbers matched whet was on the agenda as posted and required by law. Contrary to Council Woman Reuter's position, the numbering of the bills has little legal significance. What is significant is that when the bills are duly and legally passed, as they were, that the ordinance…

Open Containers, Curfew, on Jefferson County Council Radar

Council seeks put on two draft proposals.

The Jefferson County Councill will be debating two draft proposals in the coming weeks that will establish a curfew and will plug a gap in state law that allows open alcohol containers in public. Renee Reuter, (R-2nd District) is seeking citizen input and suggestions on the two proposals in advance of any action by the council. The proposal to establish a curfew for teenagers under 17 comes via discussions from the Jefferson County Sheriff's Department to provide another tool for law enforcement to keep kids safe in the cummunity. If approved, there would be either an 11 p.m. or a midnight curfew established. The uncertain nature of the time is a response to discussions among council members about whether 11 p.m. or midnight is a …

Jefferson County Council Regulates Public Comments

Speakers to receive 5 minutes to address the council during the public comment portion of council meetings.

Sixteen people spent an hour and nine minutes addressing the Jefferson County Council Monday night on a myriad of subjects, including a resolution the council would consider that regulates the amount of time speakers would have to address the council during the public comment portion of the meetings. Under a terms of the resolution, speakers would be limited to five minutes in their remarks, or three minutes if there were too many speakers signed up to speak. On Monday, all but one speaker kept their comments under five minutes. The lone exception was a woman who talked for 11 minutes on a wastewater treatment study that would be addressed by the council later in the evening. Monday's council meeting lasted for two hours and 45 minutes. …

Jefferson County Council To Weigh Restrictions on Public Comments

Resolution would restrict comments to a few minutes and require a speaker's request card.

A resolution to provide guidelines for the public comment portion of Jefferson County Council meetings is drawing a fair amount of comment itself. "I am totally not in favor of limiting what people can say," said 1st District Council Member Don Bickowski, of High Ridge. "If a citizen is that frustrated, you're better off letting them get it off their chest." __________ What do you think about placing a time limit on public comments at Jefferson County Council meetings? Vote in our poll below. __________ Bickowski's comments were directed toward a resolution on Monday's County Council agenda that seeks to limit to five minutes the amount of time a resident is allowed  speak. It also sets out a procedure that would require potential speakers…

Dear Patch Editor, Mr. Barger, Thank you so much for your article on this issue, and for your service in collecting votes on various options. Although I was against limiting speech before reading this and reviewing the survey, now I am even more convinced that passing the resolution proposed by Councilmen Boyer and Kreitler is wrong. Free speech is not always convenient. It is not always …   more ›
