You will find specific rules there and though anyone can lodge complaints, and all complaints are heard, the accused members of the bar have a right to defend themselves and their actions. The attorney for the arrested kid can file for sanctions, too, and move to suppress the information obtained by the warrant if it is judged to have been granted erroneously.

But in reality consumers will go with the cheapest plan that allows what they want to do. I can see kid safe ISPs being available that are totally locked down, which may be okay if you trust the provider not to have an agenda, but everyone has an agenda.
