Welcome to your home for local November 2012 election news for Fenton and High Ridge.

Bookmark this page because we'll be updating it and the chart above throughout Election Day. Patch will be visiting local polling places, talking to voters, checking to see if there is anything amiss at the polls and updating you here. 

But the most important part of this story is YOU. All day on Nov. 6, we want to know: What were lines like at your polling place? What number were you in line? Preparing for Election Day

Where to Vote

Need to find your polling place before the Nov. 6, 2012, election?

Log on to the Secretary of State's polling place look-up and enter in your house number, street name, county and ZIP code. The database will pull up the name and address of your polling place as well as a sample of the ballot you'll see on Election Day.

Registered voters need to present one type of identification from this list:

• ID issued by the federal government, state of Missouri or a local election authority. This could include a drivers' license or passport.
• ID issued by a Missouri public or private institution of higher education, including a university, college, vocational or technical school.
• A copy of a current utility bill, bank statement, paycheck, government check or other government document that contains the name and address of the voter.
• Driver's license or state identification card issued by another state.

Even if you do not have one of these types of identification, you may still cast a ballot if two supervising election judges—one from each major political party—attest they know you.

Weather

On Election Day, the weather should be cool, much like the weather we've been experiencing all week. The high is 54 degrees, and the low is 38 degrees, according to Weatherbug.

Here's the forecast: Partly sunny early in the morning then becoming mostly cloudy in the late morning and early afternoon then becoming partly cloudy late in the afternoon. High in the mid 50s. Partly cloudy in the evening then becoming clear. Low in the mid 30s to lower 40s.

Constitutional Amendment No. 3

Shall the Missouri Constitution be amended to change the current nonpartisan selection of supreme court and court of appeals judges to a process that gives the governor increased authority to appoint a majority of the commission that selects these court nominees; and appoint all non-lawyers to the commission by removing the requirement that the governor's appointees be non lawyers?

There is no estimated costs or savings expected if this proposal is approved by voters.

Shall Missouri law be amended to:
• allow any city not within a county (the City of St. Louis) the option of transferring certain obligations and control of the city’s police force from the board of police commissioners currently appointed by the governor to the city and establishing a municipal police force;
• establish certain procedures and requirements for governing such a municipal police force including residency, rank, salary, benefits, insurance, and pension; and
• prohibit retaliation against any employee of such municipal police force who reports conduct believed to be illegal to a superior, government agency, or the press?

Proposition B
Proposed by Initiative Petition

Shall Missouri law be amended to:
• create the Health and Education Trust Fund with proceeds of a tax of $0.0365 per cigarette and 25% of the manufacturer’s invoice price for roll-your-own tobacco and 15% for other tobacco products;
• use fund proceeds to reduce and prevent tobacco use and for elementary, secondary, college, and university public school funding; and
• increase the amount that certain tobacco product manufacturers must maintain in their escrow accounts, to pay judgments or settlements, before any funds in escrow can be refunded to the tobacco product manufacturer and create bonding requirements for these manufacturers?
Estimated additional revenue to state government is $283 million to $423 million annually with limited estimated implementation costs or savings. The revenue will fund only programs and services allowed by the proposal.
The fiscal impact to local governmental entities is unknown. Escrow fund changes may result in an unknown increase in future state revenue.

For the purpose of renovating and replacing aging facilities, enhancing children's spaces and youth, adult and senior programs, constructing, improving, operating and maintaining facilities of St. Louis County Library District, and acquiring necessary property, shall the $0.20 per hundred dollars assessed valuation tax for the Library District be increased to $0.26 per hundred

Shall Missouri law be amended to prohibit the Governor or any state agency, from establishing or operating state-based health insurance exchanges unless authorized by a vote of the people or by the legislature? Indirect costs or savings related to enforcement actions, missed federal funding, avoided implementation costs, and other issues are unknown.
